A fogseal is usually a diluted mixture of 60/40 or 50/50 emulsified asphalt binder and water that’s used after the final application of chipseal. A fogseal over a chipseal is an inexpensive process that is designed to seal all the capillary voids in the final surface and improve chip retention.  Another benefit of a fogseal is that its black complexion allows pavement markings and striping to stand out more to the motoring public. 

Fogseals are also used on an asphalt pavement to slow the oxidation process and to seal the pavement surface, stopping moisture penetration.
